水作为一种珍贵的自然生态资源，是支撑整个地球生命系统的基础。

水生态系统与生态过程中所形成的及所维持的人类生存与发展的产品供给、调节服务、支持服务和文化服务等方面的环境条件与效用称为水生态服务功能。

运用经济价值指标量化水生态系统的服务价值是人类对水生态系统的认识成果作用于经济决策过程的纽带，为水资源的合理分配，实现水资源利用的生态、经济和社会效益的最优化提供理论支持。
