Over the last 70 years, China has witnessed profound changes and achievedunprecedented development in human history. China now has an impact on theworld that is ever more comprehensive, profound and long-lasting, and the worldis paying ever greater attention to China. In the new era, publicity texts likegovernment white papers play a significant role when it comes to establishing apositive state image. In this context, the English translation of publicitytexts has formed its unique translation principles.

In recent years, an increasing number of scholars have made some researcheson the English translation of publicity texts. They have given theirconclusions based on different theories, varying from functional equivalencetheory to Skopos theory. So this paper will study on the translation principlesof publicity texts from the perspective of Gideon Toury’ s norm theory, in anattempt to provide guides to the future English translation of the same kind.
